To qualify for federal EHR incentive payments, medical practices must prove they are meaningful users of an EHR. The stimulus legislation has outlined four broad components of meaningful use, which are: use of a certified system; incorporation of e-prescribing; reporting quality measures electronically; and the exchange of patient data electronically.
The draft criteria released in December by CMS and the Office of the National Coordinator for Health Information Technology further define meaningful use.
